Miles Street location returning as city administration’s recommendation for temporary shelter village

City administration is advising city council to approve the 114 Miles Street East location for the Temporary Shelter Village Initiative.

City council rejected this same location last fall.

The location was always seen as an ideal spot due to its lower cost compared to other locations.

Administration is also highlighting that the location is construction-ready.

“This is about creating safer, supported shelter options that help people transition out of homelessness and into housing, “said Encampment Response Lead Rilee Willianen.

“The Temporary Shelter Village is a practical, coordinated step that will improve conditions for residents living unsheltered and for the broader community. It is part of a bigger picture to strengthen Thunder Bay’s housing system, reduce strain on emergency services, improve public health and safety, and support downtown revitalization.”

She added that the Village is not permanent housing, but a temporary, supported alternative to encampments that provides heated sleeping cabins, shared washrooms, meals, and 24/7 staffing.

In the fall, councillors highlighted the city’s human rights approach, but noted that both the individuals living in encampments as well as local business owners needed support.

The city is in a bit of a time crunch as the project must meet specific funding deadlines.

At least 40 units must be ready for a phased approach to occupancy by December 15, 2025, and the remaining units must be fully operational by February 27, 2026.

Failure to meet this timeline could risk forfeiting the $2.8 million grant the city has received for the project.

The village, whenever complete, will offer residents a reliable source of food, access to social services, and shower facilities.

Last year the city hoped to have construction underway in April.

City council is set to debate the item at next Monday’s city council meeting.
