Thunder Bay is asking residents to weigh in on the next steps in its plan to address encampments and the shared use of public spaces.
City officials have launched two public surveys tied to the municipality’s 10-Part Enhanced Encampment Response Action Plan, which was approved by council in 2024.
One survey focuses on six potential locations being evaluated as designated encampment sites.
The proposed sites would operate as managed outdoor spaces with basic services and coordinated outreach, aimed at supporting people living outdoors while they connect with shelter, housing and other supports.
City staff say the locations were identified using council-approved distance guidelines and other criteria. Further evaluation is ongoing, and no final decisions have been made.
The designated encampment survey is open to all residents and includes additional questions for business owners. It is expected to take between 10 and 15 minutes to complete.
A second survey seeks input on key directions for a new Use of Public Spaces By-law, which is in the final stages of development. While a full draft of the by-law is not yet available, the survey outlines proposed priorities and expectations for how public spaces are shared, including specific provisions related to encampments. That survey is expected to take five to 10 minutes.
Feedback from both surveys will be summarized and presented to city council before final decisions are made.
