The city is approving zoning for three new apartment buildings and a shopping centre on Golf Links Road.
However, on Monday night the 120-unit project by developer MGN Thunder Bay was opposed by some River Terrace residents.
Council heard concerns about increased traffic in the area, noise from construction, and the estimated ten-year construction period.
The two residents also voiced worries about overcrowding at River Terrace Park.
The property near Riviera Drive has been vacant for several decades.
