A former police officer wins PC leadership in Newfoundland and Labrador.
Paul Davis will be sworn in as the new premier sometime next week.
Reports from the province say the Tory race was deadlocked when votes cast on the second ballot had both candidates without a clear majority.
A third ballot gave Davis a win with 351 votes out 678 votes.
