Council wants to know at what cost to taxpayers it can help people who live on low incomes.
Last night, tax and water rebates were raised from $100 to $200 for low income seniors and those with disabilities, adding $100,000 to the budget.
But, Councillor Andrew Foulds wants the program to include all low income residents, increasing the budget by another $100,000.
